**Special Abilities:**

– **Bureaucratic Overload:** As a reaction, the Bureaucratic Behemoth can impose disadvantage on an enemy's next attack roll or saving throw by overwhelming them with legal jargon.

– **Commanding Presence:** Allies within 30 feet gain advantage on saving throws against being frightened or charmed.

**Actions:**

– **Multiattack:** The Bureaucratic Behemoth makes two attacks with its Quill of Compliance.

– **Quill of Compliance:** Melee Weapon Attack: +8 to hit, reach 10 ft., one target. Hit: 15 (2d10 + 4) piercing damage and the target must succeed on a DC 16 Wisdom saving throw or be incapacitated until the end of their next turn.
