– **Spectral Influence**: The Inaugural Wraith can manipulate the emotions of nearby creatures, causing them to feel a sense of dread. Each creature within 30 feet must succeed on a DC 15 Wisdom saving throw or be frightened until the end of their next turn.

– **Invisibility of the Fallen**: As a bonus action, the wraith can become invisible until it attacks or until the end of its next turn.

**Actions**:

– **Multiattack**: The Inaugural Wraith makes two attacks: one with its Life Drain and one with its Spectral Grasp.

– **Life Drain**: Melee Spell Attack: +8 to hit, reach 5 ft., one target. Hit: 28 (4d10) necrotic damage, and the wraith regains hit points equal to half the necrotic damage dealt.

– **Spectral Grasp**: Ranged Spell Attack: +8 to hit, range 30 ft., one target. Hit: 22 (4d6 + 3) psychic damage. The target must succeed on a DC 15 Intelligence saving throw or have disadvantage on its next attack roll.

**Area Ability**: **Fearful Presence** (Recharge 5-6): The wraith can unleash a wave of fear in a 30-foot radius. Each creature in that area must make a DC 15 Wisdom saving throw. On a failed save, a creature is frightened for 1 minute. A frightened target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

**Description**: The Inaugural Wraith is a malevolent spirit formed from the collective dread and anxiety of those who gathered for a pivotal moment in history. Cloaked in tattered remnants of ceremonial garb, it drifts silently, leaving a trail of icy air in its wake. Tactically, it prefers to strike from the shadows, using its powers of invisibility and fear to sow chaos before revealing itself. Driven by a desire to disrupt the celebrations of the living, it embodies the darkness and uncertainty that often accompanies change, seeking to feed on the despair it generates.
