**Ability Scores:**

**Proficiencies:** Saving Throws: Wisdom +5, Charisma +8; Skills: Stealth +6, Persuasion +8

**Special Abilities:**

– **Ethereal Jaunt:** As a bonus action, the Conceded Wraith can shift into the Ethereal Plane for up to 1 minute, allowing it to avoid attacks and reposition itself.

– **Whispers of Concession:** As a reaction, when a creature within 30 feet fails a saving throw, the Wraith can impose disadvantage on their next attack roll or saving throw.

**Actions:**

– **Multiattack:** The Conceded Wraith makes two attacks: one with its Life Drain and one with its Frightening Glare.

– **Life Drain:** Melee Spell Attack: +8 to hit, reach 5 ft., one target.

**Hit:** 15 (3d10 + 3) necrotic damage, and the target must succeed on a DC 16 Constitution saving throw or have its maximum hit points reduced by the amount taken until it finishes a long rest.

– **Frightening Glare (Recharge 5-6):** Each creature of the Wraith’s choice within 30 feet must succeed on a DC 16 Wisdom saving throw or be frightened for 1 minute. A frightened target can repeat the saving throw at the end of each of its turns.

**Description:** The Conceded Wraith is a haunting figure, born from the unfulfilled ambitions and frustrations of those who sought power but found themselves outmaneuvered in political games. It drifts silently through the shadows, its presence a whisper of regret and despair. Preferring to manipulate its foes with fear and confusion, it uses its abilities to shift away from danger and strike when least expected. The Wraith embodies the lost hopes of its former life, seeking to sap the vitality of the living while sowing discord among them, reveling in their struggles and failures.
