The creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
– **Insubstantial Form:** The Political Wraith can move through creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.
**Actions:**
– **Multiattack:** The Political Wraith makes two Spectral Touch attacks.
– **Spectral Touch:** Melee Spell Attack: +9 to hit, reach 5 ft., one creature. Hit: 22 (4d10) necrotic damage, and the target must succeed on a DC 17 Constitution saving throw or have disadvantage on its next attack roll.
– **Whispers of Dissent (Recharge 5-6):** The Political Wraith targets up to three creatures within 30 feet. Each target must make a DC 17 Wisdom saving throw, taking 27 (6d8) psychic damage on a failed save, or half as much damage on a successful one. A creature that fails the save is also frightened until the end of its next turn.
