**Special Abilities:**

– **Manifest Friction:** As a reaction when within 10 feet of a creature, the Ceasefire Wraith can impose disadvantage on that creature’s attack roll as it disrupts their intentions, causing hesitation.

– **Wail of the Fallen:** Once per day, the Wraith can unleash a haunting wail in a 30-foot radius. Each creature in that area must succeed on a DC 15 Wisdom saving throw or take 4d6 psychic damage and be frightened for 1 minute. A frightened target can repeat the saving throw at the end of each of its turns to end the effect.

**Actions:**

– **Multiattack:** The Ceasefire Wraith makes two attacks: one with its Life Drain and one with its Ethereal Grasp.

– **Life Drain:** Melee Spell Attack: +6 to hit, reach 5 ft., one target. Hit: 3d8 necrotic damage, and the Wraith regains hit points equal to the necrotic damage dealt.

– **Ethereal Grasp:** Melee Attack: +6 to hit, reach 5 ft., one creature. Hit: 2d8 plus 1d8 psychic damage. The target must succeed on a DC 15 Constitution saving throw or be paralyzed until the end of its next turn.

**Description:** The Ceasefire Wraith is a residual spirit of conflict, born from the echoes of battles never fully resolved. It glides through the air, draped in tattered remnants of its former life, instilling unease with its mournful presence. Typically seen in regions where ceasefires have faltered, it embodies the unresolved tensions of war, driven to sow discord and uncertainty among those who dare to tread its haunted grounds. Tactically, it prefers to engage from a distance, using its spectral abilities to manipulate the emotions of its foes, capitalizing on fear and doubt to weaken their resolve.
