**Special Abilities:**

– **Haunting Presence:** Creatures within 30 feet of the Refugee Wraith must succeed on a DC 15 Wisdom saving throw or be frightened until the end of their next turn.

– **Soul Drain:** When the Wraith reduces a creature to 0 hit points, it regains hit points equal to half the creature's maximum hit points.

**Actions:**

– **Multiattack:** The Refugee Wraith makes two attacks: one with its Ethereal Touch and one with its Soul Drain.

– **Ethereal Touch:** Melee Spell Attack: +6 to hit, reach 5 ft., one target. Hit: 15 (3d8 + 3) necrotic damage.

– **Soul Drain (Recharge 5-6):** The Wraith targets one creature it can see within 30 feet. The target must make a DC 15 Constitution saving throw, taking 27 (6d8) necrotic damage on a failed save, or half as much on a successful one. The Wraith regains hit points equal to the damage dealt.

**Description:** The Refugee Wraith is a tormented spirit of a once-living individual who perished while fleeing from war and persecution. Cloaked in tattered rags that flutter like shadows, it embodies the pain and despair of those who have lost everything. The Wraith uses its haunting presence to instill fear in its foes, drawing strength from their suffering. It often ambushes adventurers in desolate ruins or abandoned camps, seeking to drain their life force and perpetuate its own existence. Driven by a relentless desire for vengeance against those who caused its suffering, the Refugee Wraith is both a tragic figure and a formidable foe.
