**Special Abilities:**

– **Fearful Presence:** Each creature within 30 feet of the wraith must succeed on a DC 16 Wisdom saving throw or be frightened for 1 minute. A frightened target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
**Actions:**
– **Multiattack:** The Ceasefire Wraith makes two attacks: one with its Life Drain and one with its Ethereal Grasp.
– **Life Drain:** Melee Spell Attack: +8 to hit, reach 5 ft., one creature. Hit: 27 (5d10) necrotic damage, and the wraith regains hit points equal to half the necrotic damage dealt.
– **Ethereal Grasp:** Ranged Spell Attack: +8 to hit, range 30 ft., one creature. Hit: 18 (4d8) psychic damage, and the target must succeed on a DC 16 Intelligence saving throw or be incapacitated until the end of its next turn.
– **Haunting Echo:** Recharge 5-6. The wraith releases a chilling wail in a 30-foot radius. Each creature within range must make a DC 16 Constitution saving throw, taking 22 (4d10) psychic damage on a failed save, or half as much damage on a successful one. Creatures that fail are also stunned until the end of their next turn.

The Ceasefire Wraith is a spectral embodiment of unresolved conflict, born from the lingering emotions of those who have suffered from war. It drifts silently through the air, its form shrouded in shadowy tendrils that seem to absorb light. The wraith seeks to instill fear and despair, feeding off the emotional turmoil of its victims. Tactically, it prefers to strike from the shadows, using its ability to shift between planes to evade attacks and reappear where it can inflict maximum terror. Its demeanor is cold and calculating, often toying with its prey before delivering the final blow.
