**Special Abilities:**

– **Fiery Oratory (Recharge 5-6):** Once per encounter, the Warlord can spend an action to unleash a powerful speech, forcing all enemies within 30 feet to make a DC 15 Wisdom saving throw or become frightened until the end of their next turn.

**Actions:**

– **Multiattack:** The Populist Warlord makes two attacks with their Battle Standard.

– **Battle Standard:** Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) slashing damage.

– **Incite Dissent:** Ranged Spell Attack: +7 to hit, range 60 ft., one target. Hit: 14 (3d8) psychic damage, and the target must succeed on a DC 15 Wisdom saving throw or be incapacitated until the end of their next turn.

**Description:** The Populist Warlord is a master manipulator, rallying their followers with fiery speeches and charismatic presence. Originating from a tumultuous region where ambition and power often clash, they use both charm and intimidation to maintain control. They prefer to inspire their allies from the backlines while sowing discord amongst their enemies, using their words as weapons. In combat, they are strategic, aiming to create chaos and fear, while empowering those who align with their vision.
