**Special Abilities:**

– **Pardon of the Unruly:** As a bonus action, the Pardoner can grant an ally within 30 feet advantage on their next attack roll or saving throw. This ability can be used three times per day.

– **Crowd Manipulation:** Once per encounter, the Pardoner can create an aura of influence in a 30-foot radius. Enemies must succeed on a DC 16 Wisdom saving throw or be charmed for 1 minute, viewing the Pardoner as a trusted ally.

**Actions:**

– **Multiattack:** The Pardoner makes two attacks with their Charismatic Strike.

– **Charismatic Strike:** Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) psychic damage. On a hit, the target must succeed on a DC 16 Wisdom saving throw or be frightened until the end of their next turn.

– **Pardon the Fallen (Recharge 5-6):** The Pardoner targets up to three allies within 60 feet, restoring 2d8 + 5 hit points to each and removing one condition affecting them (charmed, frightened, or paralyzed).

**Description:** The Pardoner of the Capitol is a charismatic and manipulative figure, draped in lavish robes adorned with symbols of power and influence. Originating from a faction that thrives on chaos and disorder, this creature uses its silver tongue to sway the hearts of the weak-minded. In battle, the Pardoner employs psychological tactics, charming foes and rallying allies, often turning the tide of conflict with clever persuasion and strategic healing. They are known to remain calm and collected, using their charm to navigate through conflicts while ensuring their allies remain in fighting shape.
