**Special Abilities:**

– **Revenue Drain:** When the Revenue Wraith hits a creature with its Life Siphon attack, it regains hit points equal to half the damage dealt.

– **Invisibility:** The Revenue Wraith can turn invisible as a bonus action until it attacks or until it ends this effect (Recharge 5-6).

**Actions:**

– **Multiattack:** The Revenue Wraith makes two Life Siphon attacks.

– **Life Siphon:** Melee Spell Attack: +8 to hit, reach 5 ft., one creature. Hit: 22 (4d10) necrotic damage, and the target must succeed on a DC 16 Constitution saving throw or have its maximum hit points reduced by the amount of damage taken until it finishes a long rest.

– **Necrotic Burst (Recharge 5-6):** The wraith releases a wave of necrotic energy in a 15-foot radius. Each creature in that area must make a DC 16 Constitution saving throw, taking 27 (6d8) necrotic damage on a failed save, or half as much damage on a successful one.

**Description:**

The Revenue Wraith is a spectral entity born from the anguish of those who suffered under oppressive regimes, feeding on the lifeblood of the living to sustain its own existence. It appears as a shadowy figure draped in tattered robes, with glowing eyes that seem to pierce through the darkness. The wraith uses its invisibility to ambush unsuspecting victims, draining their vitality while evading detection. It seeks to disrupt the flow of resources and wealth, embodying the very essence of resistance against tyranny. In combat, it employs hit-and-run tactics, striking from the shadows and retreating before its foes can retaliate, leaving behind a trail of despair and weakened adversaries.
