**Special Abilities:**

– **Haunting Presence:** Creatures that start their turn within 30 feet of the Regime Wraith must succeed on a DC 15 Wisdom saving throw or be frightened until the end of their next turn.

– **Corrupted Touch:** When the Regime Wraith hits a creature with its melee attack, the target must make a DC 15 Constitution saving throw or take an additional 10 (3d6) necrotic damage and have disadvantage on the next saving throw it makes before the end of its next turn.

**Actions:**

– **Multiattack:** The Regime Wraith makes two Corrupted Touch attacks.

– **Corrupted Touch:** Melee Spell Attack: +7 to hit, reach 5 ft., one target. Hit: 15 (2d10 + 4) necrotic damage.

– **Terrifying Visage (Recharge 5-6):** The Regime Wraith releases a wave of terror in a 30-foot radius. Each creature in that area must make a DC 15 Wisdom saving throw. On a failed save, a creature takes 22 (4d10) psychic damage and is frightened for 1 minute. A frightened creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

**Description:** The Regime Wraith is the tormented spirit of a once-powerful leader, now twisted by the horrors of civil war and the loss of their former power. Cloaked in tattered remnants of regal attire, it glides silently through the remnants of its city, seeking to instill fear in those who dare to remember its reign. The wraith uses its haunting presence to demoralize its foes, striking from the shadows and targeting the weak-minded. Its tactics involve sowing confusion and fear, allowing it to pick off isolated targets while remaining elusive. The Regime Wraith represents the lingering shadows of tyranny, a reminder of the past that refuses to fade away.
