**Actions:**

– **Tentacle:** Melee Weapon Attack: +5 to hit, reach 10 ft., one target. Hit: 12 (2d6 + 3) bludgeoning damage. If the target is grappled, it cannot move until it escapes.

– **Psychic Pulse:** Ranged Spell Attack: +7 to hit, range 60 ft., one target. Hit: 18 (4d8) psychic damage, and the target must succeed on a DC 15 Wisdom saving throw or be stunned until the end of its next turn.

**Description:** The Tbilisi Sentinel is a twisted aberration, born from the chaotic energies unleashed during the protests in Tbilisi. With a form that flickers between humanoid and shadow, it embodies the unrest and fear of the masses. The Sentinel uses its ability to inspire dread to unsettle its foes, while its psychic abilities allow it to dominate the battlefield. It prefers to strike from the shadows, teleporting unpredictably to confuse its enemies. In combat, it targets the weakest minds first, relishing in the chaos it creates.
