Special Abilities:

– **Whispers of Dissent**: As a bonus action, the Controversial Herald can choose one creature within 60 feet. That creature must succeed on a DC 15 Wisdom saving throw or take 3d8 psychic damage and have disadvantage on the next attack roll it makes before the end of its next turn.

– **Aura of Confusion**: Creatures within 10 feet of the Controversial Herald must succeed on a DC 15 Wisdom saving throw at the start of their turn or be confused until the start of their next turn.

Actions:

– **Multiattack**: The Controversial Herald makes two attacks with its Mind Rend.

– **Mind Rend**: Melee Spell Attack: +8 to hit, reach 5 ft., one target. Hit: 2d10 + 5 psychic damage, and the target must succeed on a DC 15 Intelligence saving throw or be incapacitated until the end of its next turn.

– **Echoing Rant (Recharge 5-6)**: The Herald unleashes a wave of chaotic energy in a 30-foot cone. Each creature in that area must make a DC 15 Constitution saving throw, taking 4d6 psychic damage on a failed save, or half as much on a successful one. A creature that fails the save is also deafened until the end of its next turn.

Description: The Controversial Herald is a twisted amalgamation of ideas and fears, born from the clash of conflicting ideologies. Its form is ever-shifting, reflecting the turmoil it thrives on. With a silver tongue, it incites discord among those around it, spreading confusion and dissent. The Herald often prefers to manipulate from the shadows, pitting enemies against one another before stepping into the fray, confident in its ability to sway the outcome of any conflict to its favor.
